Russia ordered seizure of Romanian ships at Odessa according to the Dutch newspaper De Tijd dated 21 January 1918

An item reported that the local Soviet committee at Odessa, Ukraine ordered to seize the 16 Romanian merchant ships lying in Odessa which entered the harbour during the offensive against Romania. (1)

1. Romania was in 1914-1915 neutral choosing the side of the Allied powers on 27 August 1916 forced to sign the Focsani Armistice on 9 December 1917 and the Treaty of Bucharest on 7 May 1918 with the Central Powers.
