Preliminary design American scout cruiser dated 15 September 1916

Displacement 28.000 tons and as dimensions 800 (waterline) x 90 (waterline) x 25.6 feet. Block coefficient .534. Longitudinal coefficient .593. Speed 35 knots with 96.500 ehp. Machinery consisted of turbines and 12 boiler rooms. Cruising range with a speed of 10 knots 12.000 nautical miles. Armament consisted of 4x2-10” breech loading guns, 12-6” quick firing guns, 4-3” anti aircraft guns and 3-21” submerged torpedo tubes. The armour consisted of a main side belt with an extreme width of 19.0”, depth below water line 7.0” and a thickness of 5”, heavy part of barbettes 5”, a protective deck with a total thickness of 2”, heavy part of conning tower tube 5”, proper 5”and top 5”. Gun turrets protected by 7?  (port)- 4.5” (sides)-5” (top) and 4.5” (rear). Weight summary in normal condition: hull complete+fittings 12.376, protection 3.410, steam engineering 6.170, reserve feed 2/3 supply 1.286, battery 934, ammunition and 2/3 ordnance stores 595, equipment and 2/3 equipment stores 840, outfit and 2/3 stores 925 and oil fuel 2/3 full supply tons.
