Still no exchange of British and Russian prisoners of war according to the Secret Admiralty Weekly Intelligence Summary Nr. 63 for the week ending 28 February 1920

An item reported that the negotiations to exchange British and Russian prisoners of war and civilians were despite the recent signed agreement still not finished. The necessary transport arrangements were however being made but depending on the weather conditions probably not via the Abe-Hango route.
