Reorganization of Soviet navy according to the Secret Admiralty Weekly Intelligence Summary Nr. 31 for the week ending 6 August 1921

An item reported that except for the reorganization of the Soviet Baltic Fleet more as going on. New proposals were to relieve the commanders-in-chief and to re-coordinate the work of the Technical and Economic Departments of the several fleets. Further more was proposed to appoint new Chiefs of the Base (Nachalniki Tyila) for the Baltic, Black Sea and Sea of Azov who in all respects were subordinated to the Commanders of Fleets and Chiefs of Naval Forces except for technical and supply questions outside the province of the Fleet officers. The commanding officers of harbors and local supply administration of the naval commissariat on the Fleet and Fortress of the area in question were subordinate to the Chiefs of the Base.
