Portuguese government wanted to lease French and Spanish tankers according to the U.S. Joint Intelligence Committee. Daily summary dated 18 March 1942

An item reported that the Portuguese government tried to lease 3-8,000 tons tankers from France either Spain. J.I.C. commented that there seemed to be a serious shortage of oil and gas in Portugal.
