Bosheviks probably allowed to control the naval harbour of Sevastopol, Ukraine according to the Weekly Intelligence Summary No. 15 for the week ending 29 March 1919

An item reported that general Franchet d’Esperey became the new commander-in-chief in South Russia and arrived at Odessa, Ukraine. There he would decided what his strategy would be. When he left Constantinople, Turkey he was supporter of the idea to evacuate Odessa and the Crimea. The result would be that the Bosheviks controlled the naval harbour of Sevastopol.(1)

1. Louis Félix Marie François Franchet d’Esperey (25 May 1856 Mostahanem, nowdays Algeria-3 July 1942 Albi, France), in 1910 commanding the Allied troops in Thessaloniki, Greece, promoted to marshal in 1921.
