An item reported that due to the terms of the Armistice the blockade of Germany was not raised. Yet were large increased made in the ration of commodities allowed to be imported into the neighbouring neutral countries although guarantees against re-export to the enemy were still in force. A so-called Free list was available for articles of some importance or which Germany could export herself. The goods mentioned on this list could be exported from all countries without license and imported into the Northern Neutrals without guarantees and if wanted re-exported to Germany.
