German requests for free shipping towards Libau [Liepaja, Latvia] denied by Allies according to the Weekly Intelligence Summary No. 15 for the week ending 29 March 1919

An item reported that A.N.A.C. denied the German requests for freee passage for ships conveying coal, military and troops destined for Libau according to the negative decision of the Supreme War Council. The S.N.O. Baltic and the Military Mission bot at Libau pointed out that Germany used the naval blockade for propaganda purposes claiming that the Allies was to blame an eventual set back The S.N.O. Baltic that the best option for the time being was to station a cruiser permanently at Libau fo controlling the transport of supplies over sea.
