The American Naval Attache at Tokyo wrote that the estimates were prepared after considerable research and consulting the British Naval Attache at Tokyo and reasonable correct. If available were past estimates placed in parenthesis. It was furthermore reliable reported that all naval oil tankage was kept filled to capacity meaning that indicated amounts were the very minimum of Japan.
At Chinkai were 8 tanks of 10,000 or 8,000 tons capacity. More tanks were believed to be under construction west of the Station. Estimated total capacity 90,000 tons (9,000).
