American naval attaché Paris reported on 3 May 1937 No. 271 that French “maritime specialists” proposed light fast aircraft carriers with a displacement of around 16,000 tons and a speed of 33 knots which was the most suitable type for the French navy which was to operate in the Mediterranean or off the French coast in contrary to England which had to deal with the North Sea and thee Atlantic Ocean.
