Most of Russian harbours frozen in according to the U.S. Joint Intelligence Committee. Daily summary dated 19 January 1942

An item reported that all Russian ice harbours were frozen in except for Murmansk, Archangel and Molotovsk. Molotovsk had a limited capacity of just 3 large cargo ships and 1 tanker. Murmansk had also a limited capacity. At Archangel all means were needed to keep the channel open for ships to pass and lacking enough powerful ice breakers resulted in ordinate delays.
