The newspaper l’Etoile published an item dated Madrid 28 August according to which the naval force acting against Cadiz was daily strengthened mostly by small vessels to bombard the town on a short distance. Recently arrived 32 armed vessels at Rota coming from San Lucar and Sevillie. Not the smallest scow was able to enter Cadiz. In the French navy were in the meantime 10 captains, 20 frigate captains, 32 lieutenants and 3 flag midshipmen promoted.
