Petersburg, 28 April. The emperor appointed vice admiral Karobka as commanding officer of the fleet stationed at Cronstadt. Vice admiral Lutochin, rear admiral Heiden, rear admiral Radnow and vice admiral Oghilwie were appointed as commanding officers of the 1st, 2nd, 3rd and 4th brigades of the Black Sea fleet and rear admiral Hamilton as commanding officer for the brigade of Sweaborg.
