According to a tiding coming from a French telegraph agency consisted the Japanese naval shipbuilding program of the building of 4 cruisers, 3 gunboats, 20 destroyers, 5 submarines and 5 tankers to replace the ships decommissioned after 1927 with a total building costs of 325.000.000 yen.
