An item dated Washington 22 April reported that Bland (1), chairman of the commission of the merchant navy of the House of Representatives came with a bill allowing the US cabinet to take over all foreign ships lying in US harbours and commission these ships.

1. Probably Schuyler Otis Bland (4 May 1872-16 February 1950), a democratic politician and representative from Virginia (2 July 1918-16 February 1950) who has been chair of the Committee on Merchant Marine and Fisheries and responsible for the Merchant Marine Act dating from 1936.
