Chinese intentions to built a new navy according to the Dutch newspaper Het nieuws van den dag voor Nederlandsch-Indië dated 14 January 1910

An item reported that the Chinese Maritime Commission after her visit to Berlin now was underway to St. Petersburg. One of her members Liang Cheng said when he was interviewed in Berlin that the Chinese navy was meant to maintain the peace in the Far East necessary for the development of China and that all other nations should support China. China was not interested in possessing dreadnoughts just cruisers and torpedo boats.
