An item referred to the magazine Le Yacht reporting that the US Board of Construction again altered the designs for the new American battleships. (1) The intended displacement of 16.000 ton was to small for a sufficient main armament so the Congress was asked to approve an increase to 18.000 tons. In this manner could the main armament include 12-30,5cm guns.
According to another item were there more problems with the design. In the conning tower were to many devices and which were partly to be transferred to another better protected place. Further more were to many men working in the conning tower and their number was to be decreased to gain more space for the commanding officer and the absolute needed personnel. On the new ships were except for the mouthpieces (connecting conning tower-command centrale) all devices to be stored below the armour deck causing an enlargement of the command central. The conning tower herself was to be protected by thicker armour.
