Merchant cruisers for the Royal British Navy according to the Dutch magazine Marineblad dated 1894-1895 no. 9

An item reported that the British Admiralty at that moment could have 53 merchant steamships to be used as cruisers. Just 11 of them received an annual subsidy. Four of these ships achieved 19, five 17, 37 more as 15 and the others around 15 miles in full sea.
