None merchant ships loaded with war stores were allowed to enter Portuguese harbours in her overseas colonies according to the Nederlandsche Staatscourant dated 16 March 1822

London, 12 March. The consul general of Portugal made Lloyds clear that his government did not allow any ship to enter a Portuguese harbour in her overseas colonies with on board war stores without permission of the Portuguese government.
