Spanish naval preparations according to the Dutch newspaper Ommelander Courant dated 25 May 1790

Madrid, 19 April. At Carthagena, Cadiz and Ferrol were all ready 12 or 13 ships of the line including the 120-gun el Salvador del Mundo waiting for departure towards sea. New orders were received to fit out the other ships in these harbours so that at the end of the month more as 30 ships of the line became available. The journalist believed that this was a sign that a war was to break out with England.
