Japan building more cruisers, destroyers and submarines then the United Kingdom according to the Dutch magazine Marineblad dated 1924 no. 6

An item referred to the magazine Schiffbau dated 24 September 1924 no. 24 reporting that according to a statement of the [British] minister of navy for the Royal Navy 3 destroyers were being built and another 2 planned, for Japan were the figures 8 and 18. The United Kingdom had 7 submarines but none planned and 4 cruisers being built and 5 cruisers planned, the comparable figures for Japan were 11, 20, 5 and 6.
