Japanese naval air force remained independent according to the Dutch magazine Marineblad dated 1938 no. 5

An item referred to the Jap.Chr. dated 10 February 1938 reporting that the Japanese minister of navy admiral Yonai (1) in the Diet stated that the naval air force was to cooperate with the navy and not be controlled by a department of aviation. The air forces of the navy and the army were to be kept separated and not to be controlled by one and the same command.
