German navy wanted to have more and larger submarines according to the Dutch magazine Marineblad dated 1913-1914 no. 5

An item reported that the German navy intended to built submarines of 850-900 tons with a surfaced speed of 18-20 miles. Although originally the German navy was more or less outback decided she now to increase the number of submarines importantly especially after the results of the manoeuvres in the second half of last year. Twelve submarines succeeded despite the worse weather to torpedo more ships than the 90 torpedo boats did.
