French navy building scouts instead of a battleship according to the Dutch magazine Marineblad dated 1913-1914 no. 9

An item reported that France instead of building 2 battleships under the budget 1912 would built just one battleship in 1914. The latest manoeuvres proved the urgent need of scouts. The result was that instead of one battleship three scouts were to be built.
