Russian cabinet ordered building of cruiser and torpedo boats according to the Dutch newspaper De Maasbode dated 21 January 1899

An item dated St. Petersburg, Russia 19th January reported that the Russian cabinet ordered the building of a cruiser 1st class and 2 torpedo boats. Estimated building costs for the cruiser were 4 million rubles and she was to be completed in 1900. All battleships and 22 torpedo boats now under construction were to be completed by 1900. Further more were in 1899 3 battleships, 1st class and a 2nd class cruisers to be built.
