The building of the USS New Mexico (BB-40) was planned under Fiscal Year 1915. (1) The Secretary of State decided on 3 January 1917 that the design for the Pennsylvania (BB-38) was to be used although the guns had to be mounted independently allowing each gun to be elevated separate. This was impossible with the single 3-gun sleeves.

Dimensions 605 (waterline) x 96 (waterline) x 30 feet and normal displacement 32.400 tons. Block coefficient 651. Longitudinal coefficient 664. Range 8.000 nautical miles with a speed of 10 knots. Turbine machinery. Horsepower 36.300 ship at 21 knots. Number of boiler rooms 3. Armament 4x3-35,6cm/14”50 cal breech loading guns, 22-12,7cm/5” 51 cal quick firing guns and 4-53,3cm/21 submerged torpedo tubes. None torpedo nets. Armour belt main side: 18’-4 5/8”(extreme width)-8’6” (depth below waterline)-13½”, 13½”and 8” (thickness). Barbettes (heavy part)- (light part) 13”-4½”. Gun turrets (port)- (sides)- (top)- ( rear) 18”-12”/9”-8”-9”. Conning tower thickness (proper)- (top) 16”-8”. Fire control tower thickness 16”. Conning tower tube thickness (heavy part)- (light part) 16”-6”. Uptake protection thickness 15”-12”-9”. Protective deck total thickness 120 and splinter deck total thickness 60/80. Normal displacement consists of Hull complete and hull fittings 15.203 tons; Protection 8.883 tons; Steam engineering 2.446 tons; Reserve feed and 2/3 supply 213 tons; Battery 1.658 tons; Ammunition and 2/3 ordnance stores 1,310 tons; equipment and 2/3 equipment stores tons and outfit and 2/3 stores 1.111 tons; and Oil fuel, 2/3 supply 1.576 tons .
