China started building destroyers according to the Australia Station Intelligence Summary dated 7 January 1956

An item reported that within a half year twice a destroyer-type hull was sighted at Dairen lacking a superstructure with workmen busy on board. It could be a major reconstruction or a new construction pointing out that Communist China was building escort ships.
