American Naval Attaché at London, England reported on 16 March 1939 No. 269 referring to the Daily Telegraph dated 15 March that a schema was prepared for improving the harbour of Alexandria, Egypt during 4 years costs 3 million pound. It included deepening of the channel which now could not be passed by the largest warships, a drydock to be used by warships and a petroleum basin for tankers. The oil tanks on the harbour side were to be removed to the south of the railway and connected to the quay with a pipeline.
