Ukrainian shipping company ordered to hand over colliers to Russian navy acccording to the Dutch newspaper De Preanger-bode dated 6 September 1904

An item reported that the Russian naval staff ordered a shipping company at Odessa, Ukraine to hand over all her colliers to follow the Baltic Fleet.(1)
