The Russian aircraft carrier according a German report dated February 1938

In a report dated February 1938 dealing with the valuation of the Russian fleet was stated that several times the construction of an aircraft carrier was reported but not once definitive confirmed. Probably the Soviet Union was facing large problems just like other navies which for the first time were building an aircraft carrier.
