Burnyiy-class motor tugs building for the Soviet Caspian Sea Steamship Company (Kaspflot) at Baku, Azerbeidzjan according to a CIA report dated 3 January 1954

An item dealing with so-called stockpiling within the Soviet Union merchant fleet especially the Caspian Tanker Steamship Company (Kasptanker)  reported the building of 4 motor tugs of the Tadzhik-type and four of the No. 23-type at the Yard imeni Vano Sturua, Baku. After the completion to be handed over to the company and added to the stockpile. The identical motor tugs were fitted out with 500 hp Washington type engines. Hull and superstructures were made of steel excluded the wheelhouse. On deck were 4,5cm gun foundations and on the spar deck antiaircraft gun foundations made. The tugs belonged to the motor ships of series B or the Burnyiy-class. This class consisted of the Burnyiy, Byistryty, Bditelnyiy, Besstrashnyiy, Besposchadnyiy, Boykiy, Vodryiy and Bedvyiy. The concept of stockpiling was that times of war the tugs within short notice could wholly/partially serve as military transport/auxiliary vessel without needing specially additional refitting.
