Creating a British Eastern Fleet according to the Dutch magazine Marineblad dated 1937 no. 4

An item referred to the magazine Le Yacht dated 29 May 1937 reporting that the British Imperial Defence Commission at that moment gathered in a meeting was discussing the creation of an Eastern Fleet stationed at Singapore consisting of 15 battleships, 2 squadrons cruisers and 3 flotillas destroyers. England was to pay 64% of the annual costs (12 million pound sterling) and the Dominions the resting 36%.
