An item reported that the German admirals Meurer (1) and Von Hintze (2) visited Finland where as the pro-Germany party want to appoint both men as officers in the Finnish navy, probably for Germanising the navy. The British military wanted to watch carefully what was going on in Finland in order to protect the British trade interests in the Baltic. The Finnish cabinet was informed of the British view that territorial waters extended no more as 3 miles from low water mark.
