The Spanish navy shipbuilding program according to the Dutch newspaper Het nieuws van den dag voor Nederlandsch-Indië dated 6 April 1905

Every new Spanish parliament got the same problem how much was to spent to obtain a new navy. According to rumours wanted the minister of navy to increase the budget for 1906 with 10,000.000 peseta’s so the total amount would be 43,000,000. This was necessary to able to buy needed equipment and to improve the harbours. However this increase was excluded the projected building of fleet. The department planned to built 8 battleships, each of 14,000 tons, with a total of 336,000,000 peseta’s building costs and another 60,000,000 peseta’s for torpedo boats and submarines. The department advised the Cortes (Spanish parliament) to loan 396,000,000 peseta’s and built a part of the ships on Spanish yards which could be hired by companies. Large plans according to the newspaper but the journalist didn’t believe that the plans were realized within a short time regarded what the newspapers of Madrid reported dealing with a political crises. A calm political climate in Spain was first wanted before such large amount of money could be spend.
