London, 11 July. In the House of Lords was a general discussion dealing with the fleet and air force and the Singapore dispute. Grey (1) made clear that the event which the cabinet referred to was a war in the future with Japan. If the cabinet even had to consider such a very unlikely event than it was to be a war between races with the British Empire and the United States at the same side. He had seriously doubts about the naval base at Singapore while it wasn’t enough and would cause a new arms race in this area and it was contradictory acting with the Washington Naval Treaty.
