Reformation of Russian corps navy officers according to the Dutch newspaper Java-bode: nieuws, handels- en advertentieblad voor Nederlandsch-Indië dated 26 July 1888

In the last years was the Russian navy on a large scale reframed dealing with ships and personnel especially the corps of officers. Three years ago was started with measures comparable with what in 1859 Manteufel did with the Prussian officers corps . The Russian navy numbered 500 admirals of which some perhaps served in their youth on board of ships but since then never more again. As a result the promotion of officers who one went very slowly. To improve this situation were by admiral Schestakof age limits for ranks determined and the minimum number of months for each rank of actual service at sea. As a result of these measures left a third of the total corps officers immediately the service followed since then by others. Officers who couldn’t be force to leave the service but who were in fact useless got their full payment if they asked for their dismissal for 1 January 1889. They were now placed in their reserve waiting for then annuity. As a positive result could younger officers be promoted and the quality of the corps improved.
