London, 7 April. The newspaper The Times heard from her correspondent at Tokyo that he had spoken the Japanese minister of foreign affairs baron Matsoei.(1) The latter was really pleased with the decision of the British cabinet not to establish a large naval base at Singapore. He said that such a base was useless while Japan and the United Kingdom never would be enemies.
