The training of the Turkish naval officer Mohammed Effendi in England in 1826-1828

In the Nautical Magazine was in August 1832 an article published dealing with the training and education of young Turkish officers in England. The Ottoman empire tried to improve the arts and sciences by importing knowledge from (Western) European countries like England. One option was to send young Turkish officers for instance to England to get there the necessary skills, education and training with as next logical step introducing them among their own people. I just take over the general notes and the notes dealing with

P. 309: "Three young men, natives of Constantinople, were according selected by Ibraham Pacha, being officers of his staff, whose talents were such as to render them proper persons to undertake so arduous a task. These Turkish gentlemen, who were from twenty-two to twenty-five years of age, arrived in this country about the fall of 1826". The third in rank of these three was Mohammed Effendi, the inkstand-bearer or secretary of the Pacha. At first all three were educated in the English language and the next step was to full fill their own study in the winter of 1827-1828. "Mohammed, Effendi, was place in Portsmouth Dock-yard, and performs the duty of a shipwright, in order practically to acquire the art of ship building, while his evenings are spent in studying the theory of it. The Pacha, however, ill not merely provide himself with a practical and scientific ship builder, but, at the same time, will secure an able and efficient navigator in the person of Ali, Effendi, who was placed on board His Majesty's Ship Shannon [sent some times previous to the arrival of above mentioned three officers].


p. 310: This person went in the Shannon to the West Indies, as a supernumerary Lieutenant. He messes with the Lieutenants, wears the same uniform, and is subject in every respect to the discipline of a man-of-war, by keeping watch ,&c.".
