Prefect of Metz ordered building flat-bottomed vessels according to the Dutch newspaper Groninger Courant dated 1 July 1803

According to an item dated Metz dated 16 June was as ordered by the prefect of that department and advance order for the building of flat-bottomed vessels to be used in the war against England.
