Antwerp became Russian naval base according to the Dutch newspaper Het Vaderland dated 10 November 1923

An item dated Brussels 9 November reported that Belgian newspapers suggested that within short time a base for Russian ships at Antwerp would be established. The newspaper Derniere Heure even said that the agreement was signed without knowledge of intervention of the Belgian cabinet while there were no public relations between Belgium and the Soviet cabinet.
