American naval program according to the Dutch newspaper Het Vaderland dated 22 June 1923

An item dated Washington 21 June reported that the department of navy intended to ask the Congress for approval of the building of eight cruisers, four river gunboats and three submarine cruisers. The cruisers were to not to exceed the maximum Washington conference limit of 10.000 tons. The gunboats were to be used for patrol duties on the Chinese rivers.
