Russian engineer Popoff send to England to buy ships according to the Dutch newspaper Nieuwe Tilburgsche Courant dated 2 April 1914

An item reported that according to tidings received from St. Petersburg by the British newspaper The Times the Russian engineer Popoff was send by the Russian cabinet to England to buy ships. Originally intended the Russian government to ordered new building by German firms but changed her intention after the latest events.
