Russian navy needed reorganisation according to the Dutch newspaper Algemeen Handelsblad dated 23 March 1914

An item dated St. Petersburg 21 March reported that the commission for navy and army in the Duma ended the discussion dealing with the naval budget. She pointed out to the minister the delays in new building of the ships and wished that the government regulated the production of naphta for the navy. Further more were the crews of the warships to be completed as soon as possible and that the effectiveness would be at least 90%.
