An item reported that the budget for 1902 consisted of 89.000.000 for new building and 21.000.000 (dollars?) for armament. The protected cruisers had as minimum specifications a displacement of 15.000 ton, 25.000 ihp, a speed of 22 miles and a coal bunker capacity of 2.000 tons. The armament was to included 4-25,4cm guns, 16-15,2cm guns in the sides and 22-7,6cm guns protected by 12,7cm thick armour.
