HMS Hecla as torpedo boat transport replaced by HMS Vulcan according to the Dutch magazine Marineblad 1890-1891 no. 4

An item reported that the British torpedo transport HMS Hecla (1) on short notice was to be replaced by HMS Vulcan. The Hecla was destined to be converted into a telegraph layer. She was to load 2.000 miles of cable with one end fitted to the operational base making it possible for the admiral to stay in contact with the authorities ashore. A detachment of sailors normally responsible for signalling was now being trained in handling the telegraph device.
