British cabinet forbid coal loading by German ship at Cardiff according to the Dutch newspaper Soerabaijasch Handelsblad dated 6 December 1904

An item reported that the British department of foreign affairs on last Saturday evening informed the local authorities at Cardiff that the Foreign Enlistment Act captain W. Mengell of the German steamship not allowed to load coal. The cabinet had proofs that the same ship earlier delivered coal to the Russian Baltic fleet. At that moment she had already loaded 40 tons.(1)
