Reorganisation of the Chinese navy according to the Dutch newspaper Algemeen Handelsblad evening edition dated 6 November 1909

According to Chinese newspapers was the reorganisation of the Chinese navy to be completed within 6 years. First were in the North and in the South a naval base to be founded before a impressive shipbuilding program was started. This program for 1911-1915 included 8 large battleships, 20 cruisers, 10 gunboats and the vessels necessary for 3 torpedo boat divisions. The Chinese cabinet possessed over a budget of 18.000.000 taels to execute this program but needed much more from the provinces. Men wasn’t very keen to loan the necessary money abroad
