Japanese navy commission visiting French navy establishment at Toulon according to the Dutch newspaper De Telegraaf dated 9 October 1917

An item dated Paris, France reported the arrival at Toulon, France of a Japanese mission consisting of navy captain Tida, military engineer Akabori and the naval attaché Terashimas; the latter working at the Japanese embassy at Paris. They intended to visit at Toulon the navy arsenal and the centre for the navy air force.
