The Japanese navy building program for 1917-1922 according to the Dutch newspaper De Telegraaf dated 23 December 1915

An item reported that the Japanese minister for navy announced in the budget commission that the new naval program approved by the defence commission consisted of 2 new squadrons. Each of these squadrons would number four super dreadnoughts and four armoured ships. This program was to be realized in the period 1917-1922 with as costs around ƒ 300.000.000.
