Japanese navy asked complementary budget for building program until 1916 according to the Dutch magazine Marineblad dated 1911-1912 no. 3

An item reported that the Japanese minister of navy stated that above the approved budget another 88 million yen was asked for the shipbuilding program until 1916. The supplementary budget was needed for 1 24.000-25.000 ton battleship, 4 armoured cruisers and some destroyers and submarines. Of the 4 armoured cruisers was one to be built by Vickers, Son and Maxim. Another one of 26.800 ton and a main armament of 14-30,5cm guns was to be built at Yokosuka, Japan.
